Anthropic strikes deal with California
All California state agencies and local governments can now access Claude at 50% off, with free workforce training and Anthropic developer support included.
California Governor Gavin Newsom announced on June 29 that every state agency and local government in California can now purchase access to Claude through the state’s SITeS procurement portal at a 50% discount. The deal includes free workforce training and expert technical support from Anthropic developers.
The package covers Claude as a general productivity assistant for document drafting, summarization, and information analysis; Poppy, a state-developed interface built on Claude with pre-built queries for common government tasks; and Claude Code and Claude Security for cybersecurity work. Three agencies are already live: the DMV to reduce customer-service wait times, the Department of Healthcare Services for Medicaid assistance workflows, and CDT and CalOES for cyber-defense scanning and code patching.
What it means for you
This is the largest US state-level AI procurement deal to date, and it arrives at an unusual moment. The federal government flagged Anthropic’s frontier models as a national-security concern and cut off export access earlier this month. California has moved the other direction, becoming one of the country’s biggest institutional buyers of Claude. That federal-state tension over AI access is sharpening.
For anyone evaluating institutional AI adoption, the structure of this deal is worth noting. The 50% price break is significant, but the bundled training and developer access is the part that usually breaks large AI rollouts. Most organizations do not fail to buy AI tools; they fail to make them stick because deployment support runs out at purchase. Anthropic is offering the support as part of the contract, not as an upsell.
