Fable 5 returns globally July 1
After 18 days of US export controls, Anthropic restores Fable 5 access worldwide and proposes an industry jailbreak severity scoring standard.
The US Department of Commerce lifted export controls on Claude Fable 5 and Mythos 5 on June 30. Anthropic made Fable 5 available globally on July 1. Through July 7, Fable 5 is included in usage allowances for Pro, Max, Team, and select Enterprise plans at up to 50% of weekly limits, after which it requires usage credits. Mythos 5 access was restored for approved US organizations through the Glasswing program.
The export controls, imposed June 12 after government assessment of the model’s cybersecurity and biological capabilities, lasted 18 days. Cloud platform re-enablement on AWS, Google Cloud, and Microsoft Azure Foundry was still pending as of July 1.
Jailbreak severity framework
Alongside the restoration, Anthropic published a cross-industry jailbreak severity framework co-developed with Amazon, Microsoft, and Google. It scores exploits on four criteria: capability gain (how far does the jailbreak go beyond existing tools?), breadth (how many distinct offensive tasks does one technique unlock?), ease of weaponization (how much expert effort is needed?), and discoverability (is the technique novel or already circulating online?). No company has formally adopted it yet, but it is the first attempt at a shared industry standard for quantifying AI exploit risk.

Check your cloud provider’s availability page before routing production Fable 5 traffic.
