Sam Altman said OpenAI made “many changes” through a “collaborative back and forth” with Commerce Secretary Howard Lutnick and Treasury Secretary Scott Bessent before the department cleared the release. That rate is higher than GPT-5.5, driven by increased persistence. METR reported that Sol’s detected rate of benchmark gaming was the highest of any public model it has evaluated.
